In April 2025, the GPU servers at the Paratera Inner Mongolia Computing Base officially began operation. With a total computing capacity of 7,000P, the temperature control systems in Data Center Buildings 1 and 3 primarily adopt Envicool’s high-efficiency indirect evaporative cooling solution, supporting single cabinet power loads of ≥20kW.
Paratera Inner Mongolia Computing Base, with a total investment of approximately 3 billion yuan ($410.40 million), aims to build a 60,000 P intelligent computing platform in Horinger New Area. As a key project under the national “East Data, West Computing” initiative, the base focuses on high-performance computing, multi-domain AI services, and computing power output.
Taking into account Inner Mongolia’s climate, site conditions, and water resource constraints—as well as the computing center’s green, low-carbon requirements—Envicool has deployed the waterless-mode-compatible XFlex 5.0 indirect evaporative cooling system along with CyberMate inverter CRAC, supporting energy savings, consumption reduction, and efficient operation.

Maximizing Natural Cooling Sources for High-Efficiency Cooling
The data center uses Envicool XFlex 5.0 indirect evaporative cooling system, which significantly extends the period of natural cooling use. By maximizing the utilization of ambient cooling sources, the system reduces dependence on mechanical refrigeration. In most parts of China, the system can operate in full natural cooling mode for over 50% of the year. In northern regions such as Inner Mongolia, this figure exceeds 80%.
Compared to traditional air conditioning and chilled-water natural cooling systems, Envicool XFlex 5.0 combines high-efficiency air-side heat exchangers with evaporative cooling. This approach cuts air conditioning energy consumption by over 60%, delivering highly efficient thermal management.
Higher Water Efficiency, Significant Water Savings
In northwestern regions, traditional cooling solutions often face serious water consumption challenges. The Envicool XFlex 5.0 introduces a waterless operation mode, in addition to the five traditional modes of operation, supporting efficient operation even at 30°C without water—dramatically reducing water use.
The system is equipped with AI-powered water-electricity balance control, enabling multi-mode coordination and multi-component synergy to precisely match cooling demands under different climate conditions, thereby achieving optimal water savings.
According to customer feedback from the Paratera Inner Mongolia Computing Base, implementing the Envicool XFlex 5.0 system has resulted in a 30% reduction in water consumption, demonstrating remarkable water-saving performance.
Improved Power Utilization for Greater Energy Efficiency
Data shows that in the Inner Mongolia Computing Base, nearly 80% of energy consumption comes from IT equipment and cooling systems, leaving significant room for further energy optimization.
The XFlex 5.0 indirect evaporative cooling system uses a self-developed polymer heat exchange core with a large aspect ratio layout, significantly reducing fan energy use and maximizing heat exchange efficiency. Compared to conventional systems, this solution cuts U-power configuration requirements by over 15%, reduces investment in UPS systems, batteries, and related power distribution equipment, lowers total equipment rated power by over 5%, and improves overall energy efficiency by 20%.
Additionally, the data center deploys Envicool CyberMate inverter CRAC, which use DC frequency conversion to dynamically match load requirements. These units improve energy efficiency by 20%–30%, further lowering operating energy consumption. With high AEER design and EVO group control, the overall PUE of the data center is significantly reduced.
Accelerating the Green Transformation of Computing Power
Today, Envicool’s high-efficiency cooling solutions are deployed across all eight major hubs of the “East Data, West Computing” initiative. These solutions are widely applied in data centers owned or leased by China Mobile, China Telecom, China Unicom, financial institutions, and other third-party IDCs.
